According to the expert, in general, the domestic fuel market in Russia is stable, as the country produces a wide range of petroleum products.
“The situation with winter diesel, that is to say with diesel qualities resistant to frost, causes some concern. There have always been problems with him in our country, he has always been missing. I fear that some difficulties may arise this year. Previously, the so-called middle distillates or diesel substitutes helped, but now they are practically absent from the domestic market, they are all exported. Winter diesel itself is also exported in fairly large quantities,” explained Evgeny Arkusha.
He pointed out that precisely because of the imbalance in supply and demand, the prices of diesel in Russia are significantly higher than those of gasoline, and the supply of frost-resistant diesel from Belarus could solve the problem.
Earlier, the head of the analytical department of AMarkets, Artem Deev, said that in 2019, the lack of supply in the winter diesel market was 19% (3.7 million tons), but it was solved by mixing summer diesel and jet fuel. .
In 2021, the Federal Antimonopoly Service (FAS), in order to stabilize prices, proposed to increase the standard for the sale of winter diesel on the stock market by 2.5 percentage points, from 7.5 to ten percent, in order to create a margin of safety during the period of greatest demand.
